BARCELONA, Mär. 8, 2010 (RISI) - Both the European and North American paper industries are at a crossroads. Declining paper demand appears to be the big predicament but it is really not the only one nor the most important. History tells us that this is a transitory issue that will eventually run its course, at least for most grades. The poor demand underlies the issue that everyone appears to be ignoring which is that the paper industry in the West is clearly uncompetitive and the mitigation brought about by the continuous mill closures will simply not turn things around.

SANTIAGO, March 9 (Reuters) - Chile's key forestry sector may see exports fall by around 15 percent this year after a giant earthquake destroyed processing plants, an industry executive told the daily Diario Financiero.

Chile is one of the world's top producers of cellulose used to make paper and Jose Campino, the president of timber company Corma, said the industry was the hardest hit by the Feb. 27 quake in south-central Chile.

"The forestry sector is in the epicenter of the earthquake," Campino was quoted as saying on Tuesday.

BRUSSELS, Mär. 9, 2010 (RISI) - REACTIONS TO THE emergence of e-readers from within the pulp and paper industry tend to come in one of two flavors: either i) a head-in-the-sand refusal to believe that anyone would want to read a book or newspaper on an electronic device, no matter how fancy, convenient or cheap; or ii) a we're-all-doomed certainty that traditional publishing is about to die and with it much of the demand for publication papers.

A strong franc and a weak market are chipping away at the Swiss timber industry. Sawmill owners say they fear a looming wood shortage and possible layoffs.

The eastern regional branch of the country’s Wood Industry Association has urged private forest managers to harvest more trees to keep blades whirling and save jobs but foresters remain reluctant. They say soft demand has driven prices into the ground.

South African paper group Sappi, which is to supply state utility Eskom with 45 MW power from its plants, said on Friday companies should prepare for another power crunch by cutting their reliance on Eskom and on fossil fuel wherever possible.

In late 2008, a series of blackouts crippled gold and platinum production facilities in South Africa, sending prices for both commodities soaring.

The $6.5 billion in controversial black-liquor credits earned in 2009 by 21 publicly traded pulp and paper companies was far more than their total profit for the year.

Despite the government’s unintended largesse, the 21 companies had combined net income of about $3 billion, according to an exclusive Dead Tree Edition analysis of documents filed with the Securities and Exchange Commission.

The South African paper, pulp and board industry has consistently increased exports of paper and board and maintained imports at similar levels for the past three years, despite facing a number of challenges, says Paper Manufacturers Association of South Africa (Pamsa) executive director Jane Molony. However, she notes that local consumption, which peaked in 2007, dropped off in 2008 and in 2009.

The Chilean earthquake and resultant reduction in pulp supply comes at a time when pulp markets are already very tight with Chinese customers on allocation. The immediate impact is likely to be higher pulp prices leading to higher paper prices. NBSK pulp prices are already at US$890/tonne. In addition to the temporary closures in Chile, supply problems have resulted from flooding in the USA South and Indonesia. Canadian pup mills have announced maintenance shuts for April. Pulp producers are in a position to go for one or two price increases.

Mar. 1, 2010 (China Knowledge) - China Forestry Holdings Co Ltd has announced that it will spend RMB 464 million to purchase rights in a forest in Ninglang County, Yunnan Province.

For a period of 30 years starting on Feb. 26, 2010, the Hong Kong-listed firm will have the right to plant trees in a large forest covering an area of 5.33 hectares.

On the site, the company will plant Yunnan pines, balsam firs, dragon spruces and Sikang pines for the production of wood boards and paper pulp.

I spent a good chunk of last week working with US and Mexican colleagues, looking at data from a forest conservation program in Mexico. This “Payment for Environmental Services” (PES) program is in the highly threatened area where Monarch butterflies stay over winter. The program pays producers and communities not to log their forestland, as a means to halt the rapid deforestation that has threatened the area for years. While in many cases, PES programs have been placed in regions with little initial threat of logging, this region is at the opposite end of the spectrum.

While cap-and-trade legislation stalls in the US and Australia, Copenhagen’s limited progress holds back REDD, and the inflexibilities of the Kyoto Protocol’s CDM keeps a lid on reforestation activity, New Zealand is in many ways leading the world in the use of forestry for compliance-based carbon markets. The European Commission yesterday (25 February) ruled out binding EU-wide sustainability criteria for biomass, offering member states recommendations for national action instead.

The European Commission said the wide variety of biomass feedstocks make it impossible to devise a harmonised scheme, which would require taking into account their varying potential to reduce greenhouse gas emissions.

It also said that the environmental risks related to domestic biomass production "are currently low" and do not require specific EU rules.

Number one on the list: anticipation of growing demand for forestry offsets among German voluntary buyers, who have traditionally been leery of non-industrial offsets.

One of these days I hope to write a blog about accompanying a Nature Conservancy scientist in exploring an isolated forest cove in Tennessee and discovering a graceful new orchid species growing near the entrance of a cave.

One of these days…but for now, I work on public policy for the Conservancy, so adventure for me is doing things like exploring what’s actually down in the weeds of the federal budget, and there is, in fact, some very cool stuff in the budget proposed by President Obama for 2011.

STOCKHOLM, Feb. 24, 2010 (RISI) - It's taken the industry a while to come round to the idea of hedging when it comes to market pulp, but there's an increasing recognition that anything which helps to secure a more stable pricing environment for pulp has to be a good thing, for both supplier and buyer alike. The volatility of the price cycle has done significant damage to the share value of the industry over the years and cyclicality is unlikely to go away in a commodity market which is driven by supply and demand.

A few hours later, Senate Democrats won a key vote on jobs legislation that, in some versions, would be paid for partly with the "savings" from closing the same mythical loophole.
