The Context of REDD+ in Cameroon

The paper describes the current state of discussions in Cameroon on: reference scenarios; funding; costs and benefits; carbon levels; and measuring, reporting and verification (MRV). It examines this context based on the premise of the goals of effectiveness, efficiency and equity, as well as a three phased approach to REDD+ (reducing emissions from deforestation and forest degradation in developing countries, plus the role of conservation, sustainable management of forests and enhancement of forest carbon stocks). It notes the need for increased technical capacity for implementing MRV, highlighting national institutions that may ultimately be able to take on this responsibility. The paper stresses the need for increased coordination, mobilization and participation, and further evaluation of institutional context of the national forestry and environment ministries. The paper highlights the outstanding questions regarding potential benefit sharing arrangements.
